When Maddy was brought into the series, she was created in reference to one of the duel parts Kim Novak played in Vertigo - Madeline Elster.
Novak's other character in 'Vertigo' is Judy Barton!!
Vertigo is a brilliant film, so if you have not seen it - please watch it. However, within the plot of Vertigo it looks apparent who would logically be playing Judy in Twin Peaks.

"Judy" being a reference to another twin/double of "Maddy" makes sense -- I think it is more obvious now than ever that Judy is some kind of a code name for the person we know as Laura Palmer. Some sort of ur-Laura. Somebody Cooper has already met and who is whispered about by the entities of the Lodge (being the daughter of the all-powerful Fireman).
